I download a video clip from a known artist. Then I upload it to YouTube but I state clearly in the description that I do not hold the rights on that number. Is that allowed?

You cannot use songs or tunes in your video clips. If you buy a song or tune, you only buy the listening rights. That means that you have only bought the right to listen to it. So you cannot use it in your film. Do you still want to use a song? Then you need written permission from the artist. Yet, there is only a tiny chance that Miley Cyrus will answer your e-mail.

It is possible that these rights are released after the content has been shown on TV in your country.
